I reckon there are times when it’s appropriate, but you should always focus on driving rather than other things such as cell phones.

In some states, even hands free is illegal.

No they should not, because they are still distracted holding the phone or not. You are paying attention to what the person on the phone is saying and not what is on the road. There fore, you should never ever talk or txt while driving, it’s very perilous.

    NO.

driver should pull over to the side of the road if they
want to have a phone conversation

it is not responsible to drive with the additional
    distraction of a phone

    NO.

Fascinating question. I can tell from you from experience, that most people seem ok on the freeways when I see them on hands free devices. But, its always the few that drive somewhat recklessly.

The “emotional talkers whilst driving” assemble grow to be the last ones to admit they should not be doing both at the same time. You can clearly see these folks in your rearview mirror getting worked up or clearly engulfed in some emotional conversation after you have passed them because their driving is not okay..

Unfortunately its these few (like drunk drivers) that are completely unpredictable. I reckon that is ultimately what it boils down to. Unpredictability.

Is it okay to have a law for this? Yes. Should a person use a cell phone while driving with a hands free? Yes. Will there be more risk on the road? Probably.
